Percentages (Evade and M.Block)

These are the +10 to +50/-10 to -50 bonuses items give you.  Remember,
when you change a bonus in here, it effects ALL items that use that bonus
in BOTH Evade and M.Block.  The two bytes make up one signed integer.
That means after 32767, the value of the number turns negative and begins
counting down from that.  For a negative number, count DOWN from FFFFh.

Order is from 10 to 50, then -10 to -50.
